A senior advisor to Vladimir Putin, Sergei Karaganov, warned that millions could die if Russia uses nuclear weapons in response to Western actions in Ukraine or threats to Kaliningrad. Karaganov suggested Russia might launch a nuclear strike if NATO deploys troops to Ukraine or threatens Russian territory. He acknowledged the moral damage and loss of life but stated that Russia could win such a war quickly. NATO denounced Russia's nuclear rhetoric, asserting its defensive nature and denying any threat to Russia.
