Cenovus Energy's U.S. refinery in Ohio has agreed to pay a $19 million penalty and invest $150 million to address emissions rule violations. The refinery was found to have emitted illegal amounts of benzene and other volatile organic compounds, according to the U.S. Justice Department and the Environmental Protection Agency.
