Rajasthan's 17 newly created districts, costing thousands of crores, are still running out of makeshift offices and facing staff shortages, missing infrastructure, and a dependence on 'parent' districts. The districts, which were supposed to improve governance and bring services closer to the people, are barely operational a year after creation.
