The Indian Army has intensified counter-terrorism operations in Kishtwar and Doda districts of Jammu and Kashmir during the harsh winter, traditionally a period of reduced activity. This year, the Army maintains a "proactive winter posture," establishing bases and surveillance posts in snow-capped areas to pressure terrorist hideouts. Approximately 30-35 Pakistani terrorists are believed to be hiding in higher mountain regions, seeking temporary shelter.
