Uttarakhand BJP leader Hoshiyar Singh has written to the governor, alleging violation of the poll code during the Dehra assembly by-election last year. He claims that money was disbursed to Mahila Mandals by the Kangra Co-Operative Bank and the District Welfare Office during the election, which amounts to inducement and violates electoral and criminal statutes.
