India announced five major measures on April 23, including downgrading diplomatic ties with Pakistan, suspending the Indus Water Treaty, and expelling Pakistani military attaches, after a terrorist attack in Pahalgam, Jammu and Kashmir, that left 26 people, mostly tourists, dead. The Defence Minister Rajnath Singh vowed a "strong response" in the "near future."
