Apple trader Shashi Negi, known as Shahi Mahatma, was arrested in Shimla for running an interstate 'Chitta' (adulterated heroin) racket for five-six years. He avoided detection by ensuring various links in the demand and supply chain remained unconnected. The racket operated under the guise of an apple business in Rohru, Jubbal-Kotkhai, and Theog areas.
