TMC leader Derek O'Brien compared Prime Minister Narendra Modi to the Arctic Tern, a migratory bird, as Modi hasn't visited Manipur since ethnic clashes in May 2021. He also criticized the delay in appointing a deputy speaker in Lok Sabha and forming parliamentary committees.
