The National Human Rights Commission (NHRC) has proposed setting up a working group of experts to authenticate data on children in conflict with the law and creating a cadre of child protection officials in all states. The NHRC also suggested organizing state-wise meetings for the counseling, rehabilitation, and reintegration of these children, and developing diversion programs based on a 2007 UNICEF report.
