Texas has filed a lawsuit against Allstate, accusing the insurer of illegally tracking drivers through their cellphones without consent and using the data to charge more for car insurance. The state claims Allstate created the world's largest driving behavior database, involving over 45 million Americans, by secretly incorporating its driver tracking software into mobile apps, with payments made through its data analytics unit Arity.
