President Luiz Inácio Lula da Silva of Brazil has accepted an invitation to visit Paraguay. He met Paraguay's President Santiago Peña in Buenos Aires, where they agreed to resume discussions on Annex C of the Itaipu hydroelectric power plant treaty. The talks, initially planned to conclude in May, had been paused after Paraguay sought clarification from Brazil regarding an "intelligence action." Both leaders emphasized respect and dialogue during their meeting.
