The Philippine Coast Guard reported rotating personnel and sending supplies, while China's Coast Guard claimed the supply run proceeded with permission but considered the ship's beaching as illegal. Both countries have been arguing over activities at the atoll, within Manila's Exclusive Economic Zone.
