Cuba is preparing for a strengthening tropical depression, expected to become a Category 1 hurricane named "Rafael," as it approaches the island. The hurricane comes two weeks after a nationwide blackout and Hurricane Oscar, which already caused widespread damage and severe shortages of food, fuel, and medicine. Authorities have evacuated over 66,000 people from Guantanamo province and plan to evacuate more in Pinar del Rio province.
