Pakistan has a low conviction rate for cybercrime, with less than 5% of cases resulting in convictions over the past five years. Only a small fraction of mobile and internet users report digital offenses to authorities. The Federal Investigation Agency (FIA) reported 639,564 complaints since 2020, but only 222 resulted in convictions.
