Eight U.S. states are seeking to amend their constitutions to explicitly ban noncitizens from voting, a move critics see as a Republican strategy to challenge the election results if Donald Trump loses in November. The measures have little practical effect as noncitizen voting is already illegal in those states. The proposals will be on ballots in North Carolina and Wisconsin, as well as Republican states like Idaho, Iowa, and South Carolina.
