Finland's public transport agency has found an oil tanker, suspected of damaging undersea cables in the Baltic Sea, to have serious deficiencies. The vessel, Eagle S, carrying Russian oil, was seized by Finnish police on Dec. 26, and is suspected of damaging the Finnish-Estonian Estlink 2 power line and four telecoms cables. The tanker will not be allowed to operate until repairs are made.
