Israel expanded its military operations in Lebanon on Monday, killing at least 21 people in an airstrike in the north while millions of Israeli residents sought shelter from rocket fire. The U.N. Security Council expressed concern as peacekeeping positions in southern Lebanon came under fire. Israel accused Hezbollah of using U.N. positions as cover for attacks and said it would continue to attack the Iran-backed movement. Tensions increased between Israel and U.N.
