Russian President Vladimir Putin proposed peace talks with Ukraine, considering a 2022 draft deal and Russia's control over nearly a fifth of Ukraine. Ukrainian President Volodymyr Zelenskiy welcomed the talks but insisted on an immediate ceasefire. In the 2022 draft, known as the "Istanbul Communique," Ukraine would commit to neutrality in exchange for security guarantees from major global powers and others.
