NATO chief Mark Rutte has advised the European Union against creating barriers that would exclude non-EU NATO countries from participating in its defense industrial push. The EU's executive body proposed spending €1.5 billion to incentivize joint purchasing from European firms and boost industry capacity, but EU capitals are yet to decide on the proportion of the fund reserved for EU companies.
