Heavy rain in Japan's Noto region, which is still recovering from a major New Year's Day earthquake, has resulted in at least one death, tens of thousands of evacuation orders, and blackouts for over 6,000 households. Seven people, including four working on quake reconstruction, are missing. The region experienced record rainfall, causing flooding and submerging cars.
