Russia declared a regional state of emergency in Crimea following an oil spill in the Black Sea last month. The spill, from two ageing tankers hit by a storm on Dec. 15, contaminated sand and soil on both sides of the Kerch Strait. More than 86,000 metric tons of contaminated material have been cleared.
