Turkey aims to repatriate Syrian refugees under its "temporary protection" policy, but the safety and legitimacy of returning millions to a still-unstable Syria post-civil war is questionable. The new Syrian government, led by Hayat Tahrir al Sham (HTS), a terrorist organization designated by the UN, is recognized as a "legitimate partner" by Turkey's Foreign Minister despite Turkey also designating HTS as a terrorist group.
