Vietnam has granted amnesty to 20 foreign prisoners, including nine Chinese and two U.S. citizens, on its National Day. The prisoners were jailed for crimes such as murder, smuggling, and gambling, with a total of over 3,760 prisoners receiving clemency. The amnesty was announced by Deputy Foreign Minister Do Hung Viet.
