💨 Abstract

The cost of smart devices and mobile data, coupled with inadequate rural connectivity, are the main barriers to digital inclusion in South Africa. Around 25% of the population remains offline, with the poorest 20% spending 12% of their income on data, far above the global benchmark. To address this, Mahanyele-Dabengwa proposes investing in infrastructure, subsiding data costs, and streamlining regulatory frameworks.
