💨 Abstract

Eskom, South Africa's state-owned electricity provider, faces significant financial losses due to fraudulent "ghost tokens." These tokens, created by corrupt insiders, provide free electricity and cost Eskom up to R27 billion annually. The fraud diverts resources from maintaining services and leads to increased tariffs for paying customers. Additionally, many eligible households do not utilize free basic services, exacerbating the financial strain on Eskom.
