United States President Joe Biden has commuted the death sentences of 37 out of 40 federal inmates on death row, sparing them from execution. Three inmates, convicted of terrorism or hate crimes, will remain on death row, including the Boston Marathon bomber, a synagogue shooter, and a church shooter.
