Angela Rayner, the deputy Labour leader, has denied any interest in becoming Prime Minister and refused suggestions that she leaked a memo proposing tax increases and benefit cuts to boost her leadership prospects. The memo, leaked to The Daily Telegraph, proposed eight tax hikes and two benefit reductions, including reversing a Conservative tax break on child benefits. Rayner argued that addressing poverty requires a comprehensive approach, not just lifting the two-child cap on benefits.
