Council released its budget, which includes funding for DNA testing and violence reduction programs. The council removed funding for the RFK stadium redevelopment for further review and proposed changes to the tipped minimum wage. Council Chairman Phil Mendelson criticized Mayor Bowser's budget for overspending.
