An surge in financial aid fraud targeting community colleges. Using stolen identities and AI chatbots for enrollments scammers are claiming funds and disrupting legitimate students' access to needed courses. Last year in California, there were 1.2 million fraudulent applications and over $11 million unlawfully claimed. The Education Department introduced a temporary rule this year to verify students' identities.
