The European Union's foreign policy chief, Kaja Kallas, urged North Macedonia to advance its EU membership bid through significant domestic reforms, including a constitutional amendment to recognize a Bulgarian minority. This amendment is a condition set by Bulgaria. The EU promised support in strengthening rule of law, fighting corruption, and modernization. North Macedonia and Albania began EU talks in 2022, but North Macedonia faces delays due to Bulgaria's veto.
