Morocco is expanding its "Trap, Neuter, Vaccinate, and Return" (TNVR) program to manage its stray dog population, estimated at 1.2 to 1.5 million. Launched in 2019 and now active in Rabat with plans for 14 more cities, the program aims to balance public safety and animal welfare. Street dogs, or "Beldis," are treated and tagged before release.
