Loudoun County, Virginia, launched the Blue Envelope Program to improve police interactions with individuals who have communication challenges due to conditions like autism or intellectual disabilities. The program, started on May 10, 2025, provides free blue envelopes that individuals can carry in their vehicles. These envelopes allow individuals to voluntarily share details about their disability, simplify communication during stops, and include important documents and emergency contact information. Deputies receive training to better interact with these individuals.
