On July 1, 2025, California Governor Gavin Newsom signed a bill to overhaul the state's environmental protection rules under the California Environmental Quality Act (CEQA). This law requires strict environmental reviews for new developments, which housing advocates argue have slowed down housing construction, contributing to the state's housing shortage and homelessness crisis. Despite opposition from environmental groups, the bill was passed.
