Pennsylvania independent voters have petitioned the state Supreme Court to open the closed primary system, arguing that it violates constitutional rights by effectively disenfranchising them. They contend that primary elections, not general elections, often decide races due to the lack of swing districts. Pennsylvania currently restricts primaries to registered party members, and the Department of State is reviewing the lawsuit. Nationally, Pennsylvania is one of 14 states with closed primaries.
