Hurricane Erin, a Category 4 storm with 130 mph winds, is threatening the Caribbean and the U.S. East Coast. It brought heavy rains and power outages to Puerto Rico and the Virgin Islands. Dare County, North Carolina, has declared an emergency and ordered evacuations for Hatteras Island on the Outer Banks.
