Germany's aging bunker network needs urgent renovation, warns Ralph Tiesler, head of the Federal Agency for Civil Protection and Disaster Assistance. With just 580 búnkeres, only 5% of the 83 million population can seek shelter. Tiesler plans to modernize existing structures and create a million new refuge spots. Funding is a concern, with estimates of €40 billion needed over the next decade.
