The U.S.-backed Gaza Humanitarian Foundation (FHG) blamed Hamas, accusing them of repeated threats. Hamas has not responded. The FHG, criticized for its controversial operations, was en route to a distribution center. The attack exacerbates the dire humanitarian situation in Gaza, where aid is scarce and security is poor, according to the UN.
