Egypt criticized Ethiopia for completing the Grand Ethiopian Renaissance Dam without a binding agreement, fearing it will reduce their Nile River water share. Ethiopia, which started the dam in 2011, insists it seeks shared progress. Egypt calls Ethiopia's actions unilateral and unlawful, while Ethiopia says it wants cooperation. Egypt is also addressing its water needs through improved agriculture and cooperation with Nile Basin countries.
