đ¨ Abstract
A USAID report found no evidence of Hamas' widespread diversion of U.S.-funded humanitarian aid in Gaza, contrary to previous claims by the Trump administration. The report analyzed incidents from October 2023 to May 2025 but could not definitively identify perpetrators in most cases. Israel and the State Department disputed the findings, citing evidence of Hamas looting and the complexity of aid distribution during the conflict, which began in October 2023.
