💨 Abstract

Peru's President Dina Boluarte signed an amnesty law preventing prosecution of military and police personnel for alleged human rights abuses during the 1980-2000 conflict, despite widespread criticism. The law, supported by right-wing parties, could nullify 156 convictions and 600 ongoing cases. Human rights groups argue it undermines justice efforts and the rule of law, particularly for the primarily Indigenous victims of the conflict.
