The goal was to deport a Mexican immigrant, Ramón Morales Reyes, who was a potential witness against him in a criminal case. Morales, who entered the U.S. illegally multiple times, was arrested based on the letter, but investigations showed he did not write it. The true author, Demetric D. Scott, faces charges including witness intimidation and identity theft.
