💨 Abstract
The Odisha government has reformed its cabinet meeting structure. Ministers will now lead discussions, reducing the role of bureaucrats. Previously, departmental secretaries presented matters, but under the new guidelines, secretaries will only assist and may not participate in discussions unless requested. The cabinet room will be primarily occupied by the chief minister, ministers, and the chief secretary. Notices and proposals must be circulated and finalized well in advance, with all decisions requiring the chief minister's approval.
