Russia has proposed peace talks with Ukraine in Turkey, but will not announce attendees, including whether President Putin will participate, until Putin decides. Putin suggested the talks, and Ukrainian President Zelenskiy agreed, insisting Putin should attend in person. The Kremlin is preparing for the negotiations but declined further comment until Putin directs otherwise.
