💨 Abstract
Cape Town is considering a congestion charge to combat severe traffic congestion, ranking 7th globally. The city loses 94 hours annually per resident in traffic, double that of Tshwane. The proposed charge, part of a draft Travel Demand Management (TDM) Strategy, aims to reduce congestion, boost productivity, and encourage public transport and active mobility. Measures include car-free zones, bypass roads, and improved public transit.
