💨 Abstract

The Auditor-General of South Africa’s latest report identified the Free State as the worst-run province, highlighting significant issues with governance, financial management, and service delivery. None of the province’s municipalities achieved a clean audit, with widespread non-compliance with legislation, poor financial reporting, and weak accountability structures. Six municipalities failed to submit financial statements for auditing, and 13 submitted unreliable performance reports. Most municipalities had insufficient cash reserves and reported net losses of approximately R744.98
