This "bomb squad" tactic, criticized by some, involves packing the bench with forwards and versatile backs for maximum flexibility. England's coach, Steve Borthwick, aims to include as many back-rowers as possible and train props to cover hooker positions. World Rugby has no plans to outlaw this strategy, as there are no medical grounds to do so.
