The article discusses the Scottish government's attempt to abolish peak-time rail fares in 2023, which failed to reduce car use significantly. Despite this, the policy is being re-introduced, much to the delight of eco-activists, business leaders, commuters, and trade unions. However, the author argues that the scheme is impractical and expensive, funded mostly by English taxpayers, and fears it could be adopted in England.
