💨 Abstract

European Union leaders are considering using frozen Russian assets to aid Ukraine, but face legal hurdles. The assets, held in Belgium, could be used to loan Ukraine tens of billions of euros for military and financial needs. Belgium seeks guarantees against retaliation. Russia has limited legal options to challenge this, as the EU bans enforcement of Russian court judgments on these assets. Russia could try lawsuits in various courts, but each option has significant limitations and risks.
