💨 Abstract
New York City will relinquish full control of its troubled jail system, including Rikers Island, after a federal judge found the city failed to address violence and brutality. District Judge Laura Taylor Swain will appoint a "remediation manager" with broad powers to address safety issues and ensure compliance with court orders. This unprecedented intervention follows years of federal oversight and increasing violence in the jails. Mayor Eric Adams said the city will comply but questioned the need for the external manager.
