The Trump administration faced a dilemma as it continued to release undocumented immigrants to nongovernmental shelters along the U.S.-Mexico border, despite a FEMA letter suggesting this aid might violate smuggling laws. Shelters in Texas and Arizona were caught in a complicated situation, having to balance federal requests and the Fear of informational recently provided by FEMA. The letter didn't prevent the shelters from accepting migrants, but financial strains and fear of violating laws led to some closing or scaling back services.
